First Leaders’ Forum Discusses MoI Policies

Lt. General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, attended the launch of the first leaders’ forum on MoI policies, which was organized by the Strategy and Performance Development Directorate General at the Ministry of Interior to discuss the ministry’s policies on Tuesday at the Rixos the Palm, Dubai.

The forum, which was attended by police leaders and a number of senior officers at the ministry, discussed a number of policies implemented in the various sectors of the Ministry of Interior.

His Highness Deputy Prime Minister and Minister of Interior reiterated that developing the skills the ministry’s staff members, boosting their awareness and enhancing their abilities is a vital task and a key priority for the ministry’s leaders, due to its significant effect on promoting the overall performance, and its paramount role in implementing modern policies that are commensurate with the changes of the times.

His Highness added, “Achieving the highest quality in customer service, and exceeding customers’ expectations is one of the priorities that the Ministry of Interior is seeking to achieve. It also reflects the ministry’s keenness to give equal care, encouragement and attention chances to all, which in turn would contribute to promoting the security, stability and well-being of the citizens, residents and visitors of the UAE.”

Lt. General Saif Abdullah Al Sha’far, Undersecretary at the Ministry of Interior, stressed that the executive policies established by the Ministry of interior are the most sophisticated forms of planning, stemming from the general strategy of the ministry. They are instrumental in establishing the regulatory framework necessary to handle the various issues and topics that are essential to the work of the ministry. “Such policies are the key tools to achieving excellence and ensuring efficient response to the increasingly rapid and continuous changes. Based on this, the policies formulation teams and committees in the various sectors of the MoI have endeavored diligently to prepare executive policies pertaining to different topics and issues related to performance, and have produced several policies that keep pace with the changes and latest developments in today’s world,” he noted.

For his part, Major General Dr. Nasser Lakhrebani Al Nuaimi, Secretary General of the Office of HH Deputy Prime Minister and Minister of Interior, said, “Security is one of the key pillars to bring stability to any country. It supports the sustainable growth and progress of all sectors of society. To this end, our higher leadership has developed a keen interest in providing the necessary resources to enhance the competency and skills of the security bodies and enable them to fulfill their duties efficiently, and maintaining the state of security and safety that we enjoy, and which makes the UAE a unique role model of safety and stability among world countries.”

Major General Al Nuaimi added: “We believe in the need of keeping abreast of developments that take place in all fields, and that scientific and practical efficiency and high level of excellence are the basis of success. To this end, we supported the development process with a scientific and methodological approach, coupled with strategic planning and policies formulation. All of these measures are in accordance with reality and cater to the needs of all entities and their various activities in a bid to ensure optimal and efficient investment in human and financial resources, and attain the coveted and optimized reality. This approach is scalable, and can be followed up and developed to achieve the greatest extent of accuracy, quality and efficiency, and ultimately enable staff members to develop in healthy work environments.”

Colonel Faisal Sultan Al Shuaibi, Head of Strategy and Performance Development at Abu Dhabi Police GHQ, briefed His Highness on the general framework related to policies development at the Ministry of Interior. He highlighted the policies’ concept; the institutional work system at the Ministry of Interior, such as laws, strategies, policies, standards, and guidelines; in addition to the administrative processes and procedures. He also focused on the importance of policies in ensuring compliance to the government and MoI requirements. He also stressed that a good policy is one that succeeds in improving comparability between the implemented procedures, risk management, and accountability.

Colonel Al Shuaibi also reviewed the main stages of development and implementation for the policy and its concepts. The phases include identifying the need for the policy, formulating the policy, then reviewing and evaluating it, prior to approving the policy, implementing and submitting it to review. He reiterated the MoI’s keenness to involve all internal and external relevant parties in the process of updating and reviewing partnership strategies and policies in a way that meets their expectations and contribute to achieving the MoI’s vision and mission. In conclusion, Colonel Al Shuaibi noted that the Policies Section at the Strategy Department is highly committed to developing and following up on policies in an effort to establish the fundamentals and rules of police performance.

On Monday, the first day of the Forum, Jon Alterman, Senior Vice President, Center for Strategic and International Studies (CSIS) in Washington, USA, presented a work paper titled: ‘An International Perspective on Developing Strategic Policies’. In his paper, he gave an overview of the external environment and its local and regional impacts. He also reviewed the challenges faced by the MoI, such as cooperating with various entities and integrating security, openness, and transparency, as well as countering negative behavior, fostering self-regulation, and ensuring rapid and effective response to incidents whenever necessary.

Alterman also explained the purpose of these policies; “Such policies are designed to support front lines with clear mechanisms that regulate and align institutional efforts. They also contribute to achieving integration between local and international entities and reflect the UAE visions and strategies. Additionally, these policies help in focusing efforts on priority issues, and avoiding delving into unnecessary details or establishing conflicting objectives, both internally and on the Government level, in order to achieve optimal efforts investment.” In conclusion, Jon Alterman highlighted the importance of policies in security work and their strong relation with the public, internally and externally.

Towards the end of the Forum, Lt. General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior thanked all participants and work teams that provided an effort in preparing the MoI’s set of policies. He also encouraged them to pursue additional efforts and to work in harmony in line with these policies that are consistent with modern scientific methods in order to realize the projected vision and objectives.

The forum was attended Lt. General Saif Abdullah Al Sha’far, Undersecretary at the Ministry of Interior; Lt. General Dhahi Khalfan Tamim, Deputy Chairman of the Dubai Police and General Security; Major General Dr. Nasser Salim Lakhrebani Al Nuaimi, Secretary General of the Office of HH Deputy Prime Minister and Minister of Interior; Major General Khalifa Hareb Al Khaili, Assistant Undersecretary of the Ministry of Interior for Resources and Support Services; in addition to Police Commanders, Directors General, and a number of senior officers at the Ministry of Interior.

It is worth mentioning that the Directorate General of Strategy and Performance Development at the Ministry of Interior have cooperated with all sectors and departments to organize several workshops aimed at preparing and formulating the MoI’s policies.
